Past Participles (1)

Past Participle is in the form [V3]. It modifies the subject and/or object of the sentence.  Look at the following examples and answer the accompanying questions.

1. Prime Minister Taksin Chinnawatra, educated in the U.S., has fully adopted democratic and capitalistic approaches in his administration and policies after the U.S.A.

2. Educated in the U.S., Prime Minister Taksin Chinnawatra  has fully adopted democratic and capitalistic approaches in his administration and policies after the U.S.A.

- Do the two sentences mean the same?
