En regardant cette photo on pourrait croire que Yingluck Shinawatra s’est pris les pieds dans le tapis en allant saluer la princesse de Thaïlande. Mais il n’en est rien. Yingluck a beau être l’actuel Premier ministre, autrement dit la personne qui est en charge de diriger le gouvernement, elle n’est rien par rapport à un membre de la famille royale dans l’ordre de la hiérarchie invisible qui gouverne le royaume.
Il est donc exclu que son regard soit à la même hauteur que celui de la princesse, ce serait considéré comme une attitude irrespectueuse et deplacée. Seul un autre membre de la famille royale, ou un souverain d’un autre pays, ou encore un membre du clergé bouddhiste peut prétendre situer son regard à son niveau. Ce qui est vrai pour la princesse l’est bien entendu, et même à un degré supérieur, pour le roi lui même.

Même un Premier ministre se doit de ramper devant un membre de la famille royale, telle est la règle dans le royaume de Thaïlande.
La monarchie en Thaïlande et les rapports complexes qu’entretiennent les Thaïlandais avec cette institution sont parfois mal compris pas les occidentaux. En particulier l’application très stricte des lois sur le lèse majesté pose problème. Cette loi est d’ailleurs aujourd’hui soumis à des critiques de plus en plus fréquentes, y compris à l’intérieur du royaume.
L’actuel gouvernement qui avait pourtant sévèrement critiqué l’application de cette loi lorsqu’il était dans l’opposition, n’a encore rien tenté pour en limiter les excès.

Aucun signe d’assouplissement

Aujourd’hui des groupes d’étudiants et de professeurs se réunissent et tentent d’imposer un débat sur la question au nom de la liberté d’expression. Ils demandent que le fameux artcicle 112 du code pénal soit amendé sur ses aspects les plus criticables comme la lourdeur des peines encourues, et le fait que n’importe qui peut porter une accusation de lèse majesté auprès de la police et déclencher une enquête.
Une pétition signée en 2009 n’a pas réussi à modifier l’article 112, mais a contribué à faire de la discussion un sujet sur la scène internationale
« Nous avons échoué », a déclaré le professeur Andrew Walker, qui a co-signé la pétition il ya trois ans. « Il n’y a pas eu de réforme substantielle » de l’article 112, et «la situation est allée de mal en pis », a t-il dit lors d’une conférence de presse tenue au FCCT (Club des correspondants étrangers en Thaïlande)
Le nombre de personnes condamnées en vertu de la loi de lèse-majesté a beaucoup augmenté au cours des dernières années et surtout depuis le coup d’Etat de 2006. La mort de Ampon Tangnoppakul en prison en mai dernier, condamné pour de simples messages SMS a choqué une partie de l’opinion publique, et a relancé le débat sur la réforme de cette loi, dite article 112.

Malgré l’échec de la réforme, le professeur Tongchai Winichakul qui a été à l’origine de la pétition en collaboration avec Walker, estime que la campagne a contribué à «sensibiliser le public et à mettre la question à l’ordre du jour dans le monde entier. »
Mais pour le moment le gouvernement ne donne aucun signe d’assouplissement, et l’armée a même fait bruyamment connaitre sa position par l’intermédiaire du Général Prayuth, celui là même qui avait recommandé à ceux qui critiquent la monarchie de déménager à l’étranger.

« Il n’y a aucun avantage électoral à se lancer dans une réforme de la l’article 112″, a déclaré M. Walker, pour expliquer pourquoi le Premier-ministre Yingluck Shinawatra n’a pas modifié la loi, alors que son parti l’avait critiquée quand elle était dans l’opposition.
«Ce n’est pas l’une des aspirations des partis politiques, car il n’y a pas de voix à gagner en soutenant ce projet’ »
La campagne pour l’abolition de l’article 112 a également été confondu avec une campagne pour la fin de l’institution monarchique, renforçant les craintes d’une partie de la population encore très attachée à la monarchie. Winichakul a insisté sur la nécessité de distinguer entre ces deux positions politiques.
«Les gens veulent une discussion raisonnable, ils veulent faire des commentaires sincères, mais pour le mement ils ne peuvent pas », at-il dit.

It is therefore possible that his look is the same height as that of the princess, this would be considered a disrespectful attitude and misplaced. Only one other member of the royal family, or a sovereign of another country, or a member of the Buddhist clergy can claim its place next to his level. What is true for the princess is, of course, and even to a greater degree, for the king himself.

Even a prime minister must crawl before a member of the royal family, this is the rule in the kingdom of Thailand.
The monarchy in Thailand and Thais complex relations with this institution are sometimes misunderstood not Westerners. In particular the application of strict lese majeste laws problematic. This law is also now subject to criticism from more frequent, including inside the kingdom.
