The most plausible failure mode for the European Union is not an overnight dissolution. It is functional disintegration: treaties survive while compliance, fiscal solidarity, common decision-making and political trust weaken. Europe could remain “united” on paper while increasingly operating through opt-outs, ad-hoc coalitions, national exceptions and parallel security or economic arrangements.
The decisive question is therefore not whether the EU formally exists, but whether member states continue to believe that accepting the constraints of collective action is cheaper than recovering greater national discretion.

The danger is less a single “Frexit” referendum than a core-state rupture. France and Germany have historically supplied the political bargain around which much of European integration is built. France’s 2027 presidential contest is already highly polarised; a September 2026 Ipsos-BVA survey placed Marine Le Pen at 33–35% in tested first-round configurations. That is a polling snapshot, not an election forecast.
Germany presents a different signal. The AfD won 43.8% in Saxony-Anhalt in September 2026, taking 39 of 83 seats. A state result cannot simply be projected nationally, but it demonstrates how far a party challenging important elements of the post-war European policy consensus can expand. If major governments increasingly use EU institutions primarily as arenas for veto rather than compromise, the Union’s centre of gravity weakens even without formal withdrawal.

The euro remains an incomplete political architecture: monetary policy is centralised, while taxation, welfare systems and most sovereign liabilities remain national. The European Commission’s May 2026 forecast puts Italy’s public debt at 138.5% of GDP in 2026 and 139.2% in 2027, with real growth of only 0.5% in 2026. France is projected at 118.1% debt in 2026 and above 120% in 2027, with a deficit of 5.1% in 2026.
These figures do not themselves imply an imminent sovereign-debt crisis. They do, however, narrow fiscal room for manoeuvre. A new recession, energy shock, banking shock or sustained rise in defence expenditure could revive the old conflict between national democratic mandates and common fiscal constraints.

Economic legitimacy matters because European integration has long been justified not only by peace but by prosperity. The Draghi competitiveness analysis identifies slowing productivity, demographic pressure, energy costs and global technological competition as structural constraints. Its energy analysis found European gas prices several times those in the United States and industrial electricity prices roughly two to three times U.S. levels in the period examined.
If integration ceases to be associated with rising productivity and living standards, distributional fights become harder: who pays for decarbonisation, defence, ageing, industrial policy and enlargement? Economic stagnation does not mechanically cause disintegration, but it raises the political price of solidarity.

Enlargement exposes a design problem: geopolitical pressure favours a larger and faster Union, while several decision rules were built for a smaller and less contested Europe. Yet the factual picture has changed from earlier drafts of this argument. In June 2026 all member states agreed to open the first accession-negotiation cluster with Ukraine; the fundamentals cluster formally opened on 15 June, followed by the external-relations cluster in July.
Thus, the relevant risk is not that enlargement is simply “blocked.” It is whether a larger Union can reform decision-making, budget allocation and enforcement fast enough to remain governable as the number and diversity of members increase.

Migration is where shared borders collide most visibly with national electoral politics. The EU has responded: the Pact on Migration and Asylum entered into application in June 2026, and the new Entry/Exit System became fully operational at almost all relevant external border crossings in April. The analytical question is therefore not whether Brussels has acted, but whether implementation can restore sufficient trust in burden-sharing, border control and returns before national politics moves further toward unilateral solutions.

External danger can integrate Europe as easily as it can fragment it. Security anxiety has strengthened support for common action: Commission-cited polling reports 79% support for a common European defence and security policy. By September 2026, total EU support to Ukraine exceeded €220 billion, with €89.7 billion mobilised for military and defence capabilities.
Those figures demonstrate real collective capacity. They also define a long-term political test: can governments with very different fiscal positions, threat perceptions and electorates sustain common commitments when the costs become structural rather than temporary?

The strongest counter-evidence to a simple collapse narrative is public opinion. The European Parliament’s July 2026 Eurobarometer reported that 74% of Europeans considered their country’s EU membership beneficial—an all-time high matched only in 2025—and 75% saw the EU as a place of stability in a troubled world.
This changes the diagnosis. Europe is not simply experiencing mass abandonment of the European idea. Many citizens simultaneously want stronger European protection against external threats and greater national control or different EU policies in specific domains. That ambivalence can produce reform, differentiated integration or political conflict without necessarily producing exit.

The most credible pathways are therefore plural: a hollow union marked by selective compliance; a multi-speed Europe that gradually hardens into separate legal orders; a renewed euro crisis; sequential exits; or, most mundanely, strategic sclerosis in which institutions survive but repeatedly act too slowly for the external environment.
Importantly, differentiated integration can be either a symptom of disintegration or a mechanism for preventing it. The direction depends on whether flexible arrangements preserve a common legal and political core—or become substitutes for it.

Exit costs remain formidable: the single market, supply chains, the euro’s legal infrastructure, free movement, EU funding and an increasingly important security architecture are difficult to replicate nationally. The fiscal architecture is also evolving. The Commission raised indicative EU-Bond issuance for 2026 to €180 billion, financing instruments that include NextGenerationEU, SAFE defence-related lending and the Ukraine Support Loan.
This does not amount to a full fiscal federation. But it is evidence that the Union can adapt under pressure—an important corrective to any analysis that treats its institutional incompleteness as static.

English — Conclusion
Europe’s greatest systemic risk is not one election, one debt ratio or one migration crisis. It is a stacking problem: core-state political rupture, weak growth, fiscal stress, energy vulnerability, institutional vetoes and security burdens arriving at the same time.
Yet the opposite dynamic is equally real. External danger can increase the perceived value of European scale, and 2026 public-opinion data show unusually strong support for EU membership. The future of the Union therefore turns less on abstract slogans about “ever closer union” than on a practical political calculation: do member states still judge shared sovereignty to be a cheaper and more effective form of power than going it alone?
